O deputado federal Beto Richa (PSDB-PR) ajudou a aprovar, na última quarta-feira, a medida provisória (MP 1139/22), que aumenta de 48 para 72 meses o prazo de pagamento dos empréstimos feitos por meio do Programa Nacional de Apoio às Microempresas e Empresas de Pequeno Porte (Pronampe). A proposta, aprovada no plenário da Câmara, segue agora para a análise do Senado.
“Com a ampliação do prazo do Pronampe, as micro e pequenas empresas ganharam um novo incentivo para expandir suas atividades, gerar mais empregos e se recuperar do difícil período que passaram durante a pandemia, quando muitas tiveram que interromper suas atividades. Esse setor, que segundo o Sebrae foi responsável por 8 de cada 10 postos de trabalho abertos no Brasil em 2022, é fundamental para a nossa economia e merece todo o nosso apoio”, afirmou Beto Richa.
A medida provisória prevê ainda uma carência de 12 meses para o início dos pagamentos dos empréstimos. O limite máximo das taxas de juros aplicadas atualmente, de taxa Selic mais 6% ao ano para contratos firmados a partir de 2021, foi mantido. Entretanto, a taxa máxima aplicável será fixada por ato do secretário de Micro e Pequenas Empresas e Empreendedorismo, órgão agora subordinado ao Ministério do Desenvolvimento, Indústria, Comércio e Serviços.
Durante a votação na Câmara, os deputados estenderam de 60 para 72 meses o prazo de pagamento nos casos em que a empresa contratante tenha sido reconhecida pelo Executivo federal com o Selo Emprega + Mulher. Esse aumento não tinha sido proposto pela MP original.
O Pronampe surgiu em 2020 para ajudar micro e pequenas empresas em dificuldades em razão dos impactos econômicos da pandemia de Covid-19. Esse programa, estendido até dezembro de 2024 pela Lei 14.348/22, prevê a contratação de mais de R$ 50 bilhões em créditos neste ano e no próximo.
