Com o objetivo de ampliar a abrangência de programas habitacionais e atender um número maior de pessoas de baixa renda em todo o país, o deputado federal Beto Richa (PSDB-PR) apresentou quatro emendas à medida provisória 1162/23, que recria o Minha Casa, Minha Vida. As propostas do parlamentar, que serão debatidas na Câmara dos Deputados, permitem que as Companhias Habitacionais (Cohabs) exerçam um papel importante na execução de programas e assim ampliem o leque de pessoas atendidas.
Uma das emendas possibilita que projetos habitacionais sejam executados em cidades com menos de 50 mil habitantes, que representam 87% do total dos 5.568 municípios espalhados pelo País. Outra permite que estados e municípios com fundos de habitação operantes recebam recursos do Fundo Nacional de Habitação de Interesse Social (FNHIS) e com isso invistam mais em moradias para pessoas e baixa renda e obtenha retorno do investimento para viabilizar novas moradias.
“Dessa maneira será possível oferecer crédito mais barato para as famílias que hoje não conseguem ser atendidas pelos bancos por terem seus cadastros rejeitados. Além do crédito mais barato, elas poderão ter um prazo maior para o pagamento e outras condições”, afirma Beto Richa. A emenda também abre a possibilidade dos fundos contarem com recursos permanentes, constituídos por diversas fontes públicas e privadas. Isso possibilita melhor planejamento dos investimentos no setor.
Uma terceira emenda apresentada por Beto Richa, por sugestão da Associação Brasileira de Cohabs e Agentes Públicos de Habitação (ABC), concede isenção de tributos federais para as companhias de habitação e agentes públicos desenvolverem projetos habitacionais. Atualmente, algumas Cohabs têm sido tributadas por descontos concedidos pelo agente operador do FGTS em renegociações de dívidas contraídas na época do BNH e em renovações de crédito.
Outra proposta do deputado possibilita que as Cohabs desempenhem a função de agente promotor das questões de regularização fundiária financiadas pelo Fundo de Desenvolvimento Social, já que atualmente essas companhias atuam somente como agentes financeiros. A mudança traz mais agilidade para todo esse processo.
