A Comissão de Minas e Energia da Câmara aprovou nesta quarta-feira (29) pedido do deputado federal Beto Richa (PSDB-PR) para a realização de audiência pública com o objetivo de debater a revisão do Tratado de Itaipu entre Brasil e Paraguai. Essa revisão pode alterar as regras sobre a compra e venda de energia gerada pela usina de Itaipu e vem sendo acompanhada de perto pelos parlamentares.
“A Itaipu produz em torno de 8,4% do total da energia consumida no Brasil e quase 85,6% da paraguaia. Pelo tratado, o Brasil tem direito a 50% dos 14 mil MW de potência da usina, e compra cerca de 30% do Paraguai, pelo mesmo preço, já que o país não tem demanda para toda a energia que a hidrelétrica dispõe. A revisão pode afetar essa prioridade de compra do Brasil, o que pode fazer com que o país tenha que pagar mais caro pela energia. Precisamos acompanhar de perto os detalhes dessa negociação entre os dois países, que se dará a partir em agosto desse ano, até porque nossa intenção é garantir a redução de tarifas para os consumidores”, explicou Beto Richa.
Para a audiência, que ainda terá a data confirmada, serão convidados o diretor-geral do lado brasileiro da usina Itaipu Binacional, Enio Verri, o ex-presidente da Aneel, André Pepitone, e representantes dos ministérios das Relações Exteriores e de Minas e Energia.
O chamado Anexo C do Tratado de Itaipu estabelece as condições de comercialização da energia gerada na hidrelétrica binacional. Com seu vencimento em 2023, torna-se fundamental definir se o Paraguai continuará cedendo a energia ao Brasil ou se prefere ter alternativas, como a venda no mercado livre, ou fomentar a instalação de indústrias eletrointensivas.
O Ministério das Relações Exteriores será o responsável pela discussão do tema, juntamente com o grupo de trabalho organizado para dar suporte à negociação, criado através da Portaria 124, de 12 de fevereiro de 2019, pelo Ministério das Minas e Energia.
O Tratado de Itaipu, assinado em 1973 por Brasil e o Paraguai, trata sobre o aproveitamento hidrelétrico dos recursos hídricos do Rio Paraná, pertencentes aos dois países. Depois de um longo processo de discussão, ocorrido desde a década de 1960, seu objetivo principal foi a construção da Usina Hidrelétrica de Itaipu.
