O deputado federal Beto Richa (PSDB-PR) apresentou nesta semana dois projetos de lei que passam a tramitar na Câmara. Um deles é o PL 1775/23, que tem o objetivo de ampliar a ajuda humanitária para pessoas de todo o mundo. O projeto modifica a legislação brasileira para acabar com a retenção de imposto dos valores que são recebidos por entidades que atuam nessa área. Hoje, entidades que recebem doações, como a Cruz Vermelha e a Médicos Sem Fronteira, estão sujeitas a alíquota padrão de 15% no caso de remessas ao exterior.
De acordo com estimativas da Consultoria da Câmara, o volume de doações arrecadadas no Brasil e enviadas ao exterior é da ordem de R$ 500 milhões por ano. Isso quer dizer que, desse valor, aproximadamente R$ 75 milhões são retidos em forma de imposto, dinheiro esse que poderia ser aplicado diretamente nos programas humanitários.
Outra proposta apresentada por Beto Richa foi o PLP 88/23, que permite que os Estados e o Distrito Federal sejam autorizados a instituir, por meio de lei, regras para o exercício e credenciamento de despachantes para atuação perante seus departamentos de trânsito. A proposta visa solucionar um embate que chegou ao Supremo Tribunal Federal, onde leis estaduais que definem critérios para a atuação de despachantes nos estados estão sendo questionadas e até mesmo invalidadas.
No plenário da Câmara dos Deputados, Beto Richa ajudou a aprovar o regime de urgência para a votação de diversas propostas, entre eles o projeto (PL 747/23) que facilita a contratação de médicos para atendimento em áreas indígenas. Nas comissões de Constituição e Justiça e de Minas e Energia o deputado votou a favor de requerimentos para a realização de audiências públicas e também analisou e votou uma série de projetos, como o que cria a Política Nacional de Incentivo à Produção de Café de Qualidade.
Beto Richa ainda recebeu em seu gabinete prefeitos e vereadores do Paraná, dirigentes de hospitais filantrópicos e representantes de entidades. Nos encontros foram tratados projetos de interesse dos municípios, captação de recursos federais e propostas que tramitam na Câmara.
Em passagem por Londrina, o deputado visitou a 61ª ExpoLondrina onde participou, como convidado, da Assembleia Itinerante, promovida pela Alep e visitou os stands do evento. Ainda em sua cidade natal, reuniu-se com lideranças do PSDB de Londrina e região, conversou com diversos meios de comunicação da região e visitou o prefeito de Londrina, Marcelo Belinati.
