O deputado federal Beto Richa (PSDB-PR) participou, nesta semana, de diversas votações importantes em sessões da Câmara e na Sessão Conjunta do Congresso Nacional.
Com o compromisso de ajudar setores que foram atingidos diretamente pelos efeitos da pandemia, votou a favor da medida provisória (MP-1147/22) que altera o Programa Emergencial de Retomada do Setor de Eventos (Perse) e prevê ações emergenciais e temporárias para compensar os efeitos da pandemia da Covid-19. A proposta também promove a reabertura de parcelamento de dívidas das Santas Casas de Misericórdia. Além disso, a MP zera as alíquotas do PIS e da Cofins sobre as receitas obtidas pelas empresas de transporte aéreo regular de passageiros.
“É uma medida que vai ajudar setores impactados diretamente pela pandemia, como os de eventos e de turismo, que tiveram que fechar suas portas por mais de um ano. Já as Santas Casas, que estiveram na ponta do combate a pandemia, precisaram investir muito mais para atender a população e estão em dificuldades financeiras para saldar seus compromissos”, ressaltou Beto Richa.
Também votou a favor do projeto (PLP 139/22) que prevê transição de dez anos para os municípios serem reenquadrados em índices de distribuição de recursos do Fundo de Participação dos Municípios (FPM) em razão dos dados de população a serem divulgados pelo IBGE obtidos com o Censo 2022. Para o parlamentar, a medida é necessária para que cidades que perderam moradores possam se planejar e organizar seus orçamentos.
“Se fosse imediata, essa diminuição dos recursos recebidos por meio do FPM acarretaria na paralisação de projetos, obras e serviços oferecidos para a população. Poderia também gerar impacto direto no pagamento dos servidores. Com a gradação que fizemos, essa mudança não será feita de forma drástica”, argumentou o deputado.
Já na sessão do Congresso Nacional, Beto Richa votou a favor de cinco projetos que abrem crédito extraordinário para que o governo federal possa investir em programas e ações. Entre as propostas aprovadas estão a que garante recursos para o Bolsa Família e a que reserva R$ 7,3 bilhões para que o Ministério da Saúde repasse recursos para estados e municípios pagarem o piso nacional da enfermagem.
Ainda em Brasília, na última segunda-feira (24) Beto Richa se reuniu com o vice-presidente da República Geraldo Alckmin, e os diretores da Ubrabio (União Brasileira do Biodiesel), Donizete Tokarski e Carlos Eduardo Hammerschmidt.
O objetivo do encontro foi tratar da política nacional dos biocombustíveis, para reduzir a emissão de poluentes. Desde o último dia 1º, o nível de mistura no diesel subiu de 10% para 12% de biocombustível. O setor coloca-se também como instrumento para evitar novas altas de preços no mercado internacional de diesel. Geraldo Alckmin também é ministro do Desenvolvimento, Indústria, Comércio e Serviços.
“Uma das ideias é antecipar metas de acréscimo anual de um ponto percentual de biocombustível para conter os preços. Pelo acordo em vigor, até 2026 a mistura deve chegar a 15% no biodiesel”, destacou o deputado, que busca o equilíbrio entre sustentabilidade e preço justo para o consumidor final.
Beto Richa ainda recebeu em seu gabinete prefeitos e vereadores do Paraná, além de representantes de entidades. Nos encontros foram tratados projetos de interesse dos municípios, captação de recursos federais e propostas que tramitam na Câmara.
